In 2004 (April 23-25) Anniversary 10th edition of the International Festival of Modern Art "Two Days and Two Nights of New Music"/2D2N was held successfully. This Festival, proceeding from the idea of free development of art, is aimed at the synthesis of various arts. 2D2N doesn't imitate any festival in the world by conception and implementation circumstances: it is extraordinary by the principles and unique by the form. Specificity of this Festival consists in that it unites new content with novel festival form, which it searches in the process of musical-theatrical action. 2D2N is featured by unusual screenplay and designing ideas. It is uninterrupted 48-hour action, two 12-hour musical days, starting on Friday afternoon, breaking on Saturday from 4 a.m. to 4 p.m. then recurring and continuing until Sunday morning. Every Festival day is divided into nearly 12 musical hours, constituting the First Day, the First Night, the Second Day and the Second Night. Every musical hour is filled with a new performance, resembling a conventional concert or theatrical action combined with acts and installations of performing, visual, multimedia and synthetic arts.

Odessa Festival plays an important role in the integration of contemporary Ukrainian culture in European space. 2D2N attracts attention of public and wide range of specialists. A high-class professional performers and composers, artists and dancers, producers and managers come every year in Odessa to participate in this forum. Festival of modern art becomes a vital requirement for musicians and audience: the Festivals hall (1000 seats) is always overcrowded. Undoubtedly, that people as well as situation in Ukraine have been changing, especially after "orange/pomeranche" revolution. The life style of new generation requires most aesthetical artistic forms. Organizers of the 2D2N constantly attract attention of young audience and create a platform to support gifted persons. Therefore a special part of the Festival Program is dedicated to representatives of young generation of composers and performers involved in the contemporary artistic process. The youth strives for professional academic performances. Students-musicians and all interested in can attend the master-classes given by worldwide known professionals - participants of the 2D2N.

Festival actions have been recorded by the National, regional and international broadcasting companies (Regional TV Channel "ART", National TV Channel "INTER", Dresden Radio and others).

Other international cultural action organized by the ANM for the reported time period was the International Forum of Novel Art - Conference (round-table) for Art Managers, MICs Representatives and Festival Directors (April 21-25, 2004). 38 key persons from 10 countries (Armenia, Croatia, Germany, Italy, Moldova, Mongolia, Poland, Russia, Tatarstan and Ukraine) participated in given Forum.

Among participants were art critics and musicologists, composers, and performers, producers and cultural managers, artists and journalists, representatives of Musical Information Centers, namely: Dresden Center for Contemporary Music, European Center for Arts (Germany), Mongolian Music Information Center, Sofia Gubaidulinas Center of Contemporary Music (Tatarstan), Novgorod New Music Information Center (Russia) and others. Directors of various international festivals, in particular: Roaring Hooves (Mongolia), East-West (Tatarstan), Dresden Days of Contemporary Music (Germany), Compositori a confronto (Italy), Sound Ways (Russia), Novecento musica (Italy), Two Days and Two Nights of New Music (Russia) and other contemporary art organizations were involved in discussions of the Forum.

The audience (approx. 500 persons) was represented by professional artists, actors, musicians, musicologists, art critiques, journalists, students and lecturers of higher educational institutions as well as people interested in development of contemporary art. It is noteworthy, that besides citizens of Odessa, many people came from other regions to this event.

The main task of this meeting was promotion of general approaches and criteria for function, development and cooperation of organizations and creative persons in the sphere of novel art. Participants of the conference discussed achievements and typical features of contemporary festival movement, activities of the musical information centers and specificity of art/cultural management in different countries.

The following topics were covered during discussions:

- key positions of culture policy in the sphere of art management

- role of the contemporary art festivals in the formation of aesthetical position

- coordination of activities of the Musical Information Centers for the efficient information exchange

Particular attention was paid to:

- art management in the field of new academic art

- screenplay development for large-scale artistic action

- updated methods for training in the sphere of novel art

- formation of new audience and adequate perception of novel art

- globalization process and typical features in contemporary art development depending on the national cultures

- common features and differences in processes of development of contemporary art in different regions of world

The positive moment of this meeting is that identities and differences in the culture of transition countries were widely represented. As to the negative experience it was concluded that there is necessity to develop general strategic plan on the organizing of cultural events, because there is no coordination between different art management institutions.

Besides discussions, participants visited the 10th International Festival of Modern Art Two Days and Two Nights of New Music the bright example of the applied cultural management. The experience of this festival attracts attention of the cultural managers from many countries, because here they have practical training in "festival making". 2D2N has "children": Mongolian festival for new and traditional music Roaring Hoofs; Golden Silk-Sound-Road (Kyrgyzstan); Cracking Bamboo (Vietnam); festivals of modern art in Azerbaijan, China and Syria. Each of them took profit from festival experiences in Odessa. For example, Director of the International festival Roaring Hooves Badamkhorol (Mongolia) told that their festival management learned many things in Odessa before they started Mongolian project in 1998. Since that time managers from Mongolia developed their specific festival concept but Odessa idea to perform contemporary art under unexpected conditions and to show the sphere of new music to all interested in people is the basic conception. After they started festival Roaring Hooves, other countries asked them for recommendations - that means: the idea, which was born 10 years ago in Ukraine is very strong. To keep this creative network alive and to share in future the different experiences was proposed.

Dr. Irina Scherbakova (Russia) expressed opinion that this large-scale event with a numerous participants from different countries was organized at excellent level. She has gained useful experience and made creative contacts with representatives of different institutions. Thanks to Ukrainian organizers she met a lot of new colleagues with whom she hopes to realize new projects in nearest future.

Prof. B.Wulff (Germany) presented culture management concept based on the trainings for a festival/event design. According with his opinion the culture/art management includes 2 aspects: management and Culture/Art. Management competence covers the important practical, academic/technical knowledge in realization and organization of a certain project: "how" to organize and finance a festival concept. Culture/art management means also the competence and knowledge in creating the festival-concept itself: to determine "what" is the artistic- cultural idea, the message, the task. A successful and efficient result of a festival-project needs competence and knowledge in both: the managing consequences and developing artistic tasks. To create a concept and to compose a program for any art festival needs imagination and developed fantasy. A strong idea and realization is the result of a creative act - and like art - to create a festival can be like composing a symphony.

According to the Prof. Wulff this conference was a helpful meeting and a very interesting platform for exchanging concepts in culture management.

Participants have got updated information about state of culture in their countries, about innovative methods for organization of festivals and events for modern art. This is especially important for still developing countries of Central and Eastern Europe.

Information about given event was located in the Internet magazine.

Important part of activities is creation of electronic databases, catalogues and encyclopedias on the contemporary art: collecting, processing and mass media spreading of information about New Music, innovative directions in contemporary art, creation of musical and score editions library etc. Musical recordings and information about composers and conductors, individual performers and groups are collected in the electronic database as well. ANM prepares and publishes booklets for festivals and different cultural events/actions.

The best recordings from the 10th edition of 2D2N have been prepared to publication in new CD ROM dedicated to the activities of the Association New Music "Self-reflection on the Edge of Centuries" - Ukrainian/English multimedia database (texts, audio- visual information). A definite level of contemporary art for ten-year period has been reflected through the activity of the International public organization involved in the cultural process. It is an example of the fruitful international cooperation in the field of novel art. Release of CD ROM was possible due to the grants from the European Cultural Foundation (Amsterdam, The Netherlands) and International Renaissance Foundation (Kyiv, Ukraine).

Members of the ANM actively participate in various events to improve professional level as well as to stimulate international cooperation.

On the level of international activities, six members of the ANM: Karmella Tsepkolenko (composer), Svitlana Azarova (composer), Yury Semenov (musicologist), Olexander Perepelytsya-junior (pianist), Olexiy Titov (accordionist) and Natalia Volchenko (manager) were invited to participate in the International festival Dresden Days of Contemporary Music (September 29 - October 11, 2004) organized by the European Centre for Arts Hellerau (Dresden, Germany), where they had useful meetings with colleagues from many countries. In result of this communication a new possibilities to further international cooperation in the sphere of cultural management were founded. Olexander Perepelytsya-junior (piano), Olexiy Titov (accordion) and composer Svitlana Azarova participated in the International project pass_ПОРТ produced by the European Centre for the Arts. During recent years the idea of improving the cultural management in Ukraine was elaborated by the ANM. Thus in 2003-2004 the culture-education project "Center for Applied Cultural Management" was initiated by the Association New Music and supported by "Pro Helvetia-Ukraine" (Switzerland) and Swiss Culture Program/SCP.

Since in Ukraine as in a country rich in cultural institutions, a strong need is felt for professional arts management. The project intends to meet this need through establishing a cultural management training service, conceived to form the starting point for the gradual elaboration of similar training offers in the country at large as well as to link the university building with management practice.

The regional and municipal departments of culture consented to assist the project in the implementation of its activities.

The Centre for Applied Cultural Management affiliated to the Association New Music is thus the pilot project serving as a best practice model for systematic non-government training programmes in general arts management in Ukraine.

The general objective of the project is to provide the theoretical background and the practical know-how that professionals need in the management of arts institutions or projects as well as in qualified work in public departments of cultural affairs.

Specific objectives of the project are:

a. To improve professional skills of individuals in the field of cultural management through preparing, organising and holding short-term workshops, summer schools and long-term trainings.

b. To ensure a close connection between indispensable theoretical knowledge and practical know-how required in cultural management through elaboration and/or country-adaptation of needed educational curricula and corresponding handbooks, manuals and instructing materials meeting the contemporary scientific and practical requirements.

c. To build up a regional network of professionals involved in cultural management and co-ordinate efforts of non-government, government and non-profit organisations active in this field, thus influencing cultural policy on different levels of the community through implementing exchange of experience by organising and holding conferences, seminars and round-tables, providing network live consulting and coaching services as well as implementing network information exchange and other capacity building measures.

d. To provide and exchange information on contemporary cultural management through launching the Internet portal (web-site), setting up a library and a database on cultural management, providing online consulting services, performing PR activity, editing and releasing electronic and printed publications as the outputs of different CACM activities, including methodological and instructive materials reference handbooks, CD ROMs, bulletins, information and advertising materials.

During ten-year activities the ANMs staff had chance to be proved that contemporary people have a great wish to be involved in contemporary art processes. The CACM project was designed by the ANMs staff and in result the activities of the Centre for Applied Cultural Management in Odessa was launched in October 2004.

Activity of the ANM and holding of all above stated events are realized owing to unique experience and long-term cooperation of Association with many institutions, namely: Ukraine Culture and Arts Ministry, International Renaissance Foundation (Ukraine), Foundation for the Promotion of the Arts Development (Kyiv, Ukraine), Austrian Embassy, Austrian CulturForum Kyiv and KulturKontakt (Austria), British Council, Greek Culture Foundation and Greek Consulate in Odessa, Gaudeamus Foundation, The European Cultural Foundation (the Netherlands), Goethe-Institut, German Musical Council and Ernst von Siemens Foundation (Germany), Institut Français - French Cultural Centre in Ukraine and AFAA Association (France), Pro Helvetia Foundation and Swiss Cultural Programme Ukraine (Switzerland), Swedish Institute and others.
